⚡ Bolt: Pre-compile RegExp instances in IaC drift HTML rebranding

💡 What

Module-level regular expressions (FAVICON_REPLACE_REGEX, TITLE_REPLACE_REGEX, LOGO_REPLACE_REGEX) were introduced in src/lib/iac/drift.ts to replace per-function call new RegExp() allocations inside rebrandHTMLOutput.

🎯 Why

rebrandHTMLOutput was re-instantiating and re-compiling three dynamic RegExp objects on every call when formatting HTML report outputs. Pre-compiling them at module level avoids redundant allocations and regex parsing overhead.

📊 Impact

Reduces object allocation and regex compilation overhead to $O(1)$ per module load rather than per HTML rebranding execution.

🔬 Measurement

Verified functionality with existing unit (test/jest/unit/lib/iac/drift/drift.spec.ts) and acceptance (test/jest/acceptance/iac/describe.spec.ts) tests.
