fix(github-app): stop warning about undeliverable webhook events - #191
Conversation
The startup subscription check warned forever on a correctly configured App, because `required_trigger_events()` listed three events `GET /app` can never report: - `pull_request_target` is not a webhook event at all. It is a workflow trigger preloop synthesizes from the `pull_request` webhook (`events/pull_request.rs`), so GitHub has nothing to report and the entry could never be satisfied. - `check_run`/`check_suite` are auto-subscribed for Apps holding `checks: write` and are omitted from `events`, so their absence never meant they were undelivered. Verified against a live App: 17 `check_suite` deliveries while `events` was `["pull_request","push"]`. The warning also told operators to "tick the missing events" for events whose checkbox GitHub does not render, because the App lacks the gating permission -- a dead end. It now reads permissions from the same `GET /app` response and splits its advice: events tickable today, versus events needing a permission grant (and installation acceptance) first. `read_app_events_at` becomes `read_app_subscription_at`, returning events plus permissions as `AppSubscription`; the per-event permission mapping mirrors each event's "must have at least read-level access for the ..." clause in GitHub's webhook events reference. The old test built its "complete subscription" from the table under test, so it passed for fictional event names. It now asserts every entry against a literal list of real GitHub webhook events. Drive-by, unrelated: fix a `clippy::manual_is_multiple_of` error in store.rs that already failed `just test-ci` on main under Rust 1.97. Entire-Checkpoint: 01M14P1FE04JFCVNTFEKBSV9XD

Remove impossible events from the setup checklist
The setup instructions later in this document (lines 178–181) still tell operators to tick pull_request_target, check_run, and check_suite. This directly contradicts the new guidance here: pull_request_target has no checkbox, while the check events are implicit with checks: write. Users following the documented setup will therefore continue searching for controls that do not exist, so update that second checklist as well.

GitHub App settings URL /settings/apps/{slug}/permissions app slug App ID official documentation
💡 Result:
GitHub App settings are managed through the GitHub user interface and the REST API using specific identifiers. The URL structure for managing a GitHub App via the browser typically follows the path: https://github.com/settings/apps/{app-slug} (or https://github.com/organizations/{org-name}/settings/apps/{app-slug} for apps owned by an organization) [1][2]. Key identifiers for a GitHub App include: 1. App Slug: A URL-friendly, lowercase string derived from the app's name (e.g., spaces are replaced by hyphens) [1]. It is used in the UI URL path to navigate to the app's settings [1][2]. 2. App ID: A unique integer assigned to the app by GitHub [3][4]. It is primarily used for API interactions and authentication rather than the primary browser UI URL path [3]. To modify permissions for an existing GitHub App, navigate to the app's settings page in the GitHub UI, then click on "Permissions & events" in the sidebar [5]. From there, you can adjust repository, organization, enterprise, or account permissions as needed [6][5]. For developers working with the GitHub REST API, endpoints use the App ID (integer) or can reference the app slug in certain contexts [3][4]. Official documentation regarding API endpoints and the required permissions for GitHub Apps can be found in the GitHub REST API documentation [3][4][7].

Use the App slug in the settings link.
When warn_missing_trigger_events reports missing events, it uses numeric app_id in a browser route that expects the App slug. This may direct the operator to a noncanonical settings path. Retain slug from GET /app in AppSubscription and use it here, or remove the direct link.

The implementation log still names read_app_events_at on lines 353 and 360 of docs/github-app-api-compat.md, but this rename removes that function. Update those references to read_app_subscription_at so the compatibility document does not point at a nonexistent API.

GET /appparsing now includes configured App permissions alongside explicit events. - Required event handling removes the synthetic

ℹ️ Implementation log still names the removed read API
The implementation log still says read_app_events_at parses and validates the subscription, but the PR removes that function. This leaves the project's design history and test guidance pointing to a symbol that no longer exists.

GET /app exposes the App's configured permissions, not each installation's effective grants. If checks: write is newly requested but an existing installation has not accepted it, this treats both check events as delivered and suppresses the warning even though GitHub continues using that installation's old permissions. Base the implicit-delivery decision on the relevant installation grant, or retain a warning that tells the operator to obtain installation approval.
Technical details
# Do not infer installation delivery from App-level permissions
## Affected sites
- `crates/preloop-runner-server/src/github_app.rs:1505-1506` — treats App-level `checks: write` as delivery for every installation.
- `crates/preloop-runner-server/src/github_app.rs:751-785` — existing helper retrieves an installation's effective permissions.
## Required outcome
- Suppress the implicit `check_run` and `check_suite` warning only after the installation receiving webhook delivery has accepted `checks: write`; otherwise give actionable approval guidance.
## Suggested approach (optional)

GET /app exposes the App registration's requested permissions, not the permissions each existing installation has accepted. After adding a gated permission, this marks the event delivered and suppresses the warning even though an installation that has not approved the change still does not receive that event.
Technical details
# Registration permissions are not installation grants
## Affected sites
- `crates/preloop-runner-server/src/github_app.rs:1504` — `delivers` treats App-level `events` and `permissions` as proof of current delivery.

- Cover an App whose registration has a newly added permission while an existing installation has not accepted it.
## Suggested approach

GET /app reports the App registration, not each installation's accepted permissions. After adding (for example) checks: write, existing installations that have not approved the expansion continue using their old grants, yet this branch treats the registration-level permission as proof that check events are delivered and silences the warning.
Technical details
# Installation permissions can suppress a required warning
## Affected sites
- `crates/preloop-runner-server/src/github_app.rs:1505-1506` — registration-level `events` and `permissions` are treated as effective delivery for all installations.
## Required outcome
- Do not report a required event as delivered solely from `GET /app` when an existing installation may not have accepted the corresponding permission expansion.
## Suggested approach
- Inspect the `permissions` returned by `GET /app/installations` (or the configured installation), or retain a warning that App-level inspection cannot verify delivery until each installation accepts the new permission.
## Evidence
- GitHub says an installation that does not approve newly requested App permissions continues using its old permissions: https://docs.github.com/en/apps/creating-github-apps/setting-up-a-github-app/choosing-permissions-for-a-github-app#about-changes-to-permissions
