- Line 57: Update the policy-isolation condition in the workflow so a PR
changing Cargo.lock alongside non-policy files is rejected; remove the exception
that permits this mixed change. Preserve the rule that policy files and
non-policy changes must not be combined.

.github/workflows/supply-chain.yml: the guard now permits a dedicated dependency PR changing exactlyCargo.lockplusCargo.tomlmanifests; mixed source/policy changes still fail.supply-chain/config.toml: version-pinnedsafe-to-deployexemptions (not audits) forrefinery,refinery-core,refinery-macros0.10.0, needed by the dependency PR build(deps): add embedded refinery for control migrations #370.Why
#347 (lock-refactor → main) currently fails its own supply-chain check because the branch diff vs main mixes these policy files with 246 code files. Landing them on
mainfirst decouples policy from code; after amain → Bnjoroge/lock-refactorsync the files no longer appear in #3470 diff and the check passes.Verification
cargo vet --lockedwas green on the guard branch; the guard edit itself was validated against six synthetic file sets (policy-only, manifest+lock, lock+source, lock+other-policy, source-only, lock-only).Summary by cubic
Splits supply-chain policy changes out of the lock-refactor branch so its supply-chain check stops failing on mixed policy and code files.
