GitHub hard-fails actions/upload-artifact@v3: the job is refused before any
step runs, so a workflow using it can never pass and shows up as red with no
build output at all. The other actions/* are bumped in the same pass rather
than leaving the PR to be reopened when the next one is retired.

Pinned by major, matching what these workflows already do.
