Port three low-level EEGLAB functions to EEGPrep: numdim (effective source count), eeg_ms2f (epoch ms to nearest 1-based frame), and spher (sphering matrix). Each adds a MATLAB unittest, a Python parity test validated against MATLAB, and the implementation, matching EEGLAB numerics so existing workflows behave identically in Python.
