docs: keep coordination ids out of commit subjects and release notes - #28

AGENTS.md rule 9 now names commit subjects, PR titles and release notes explicitly: release notes are generated from merged PR titles, so a task id in a title lands in the changelog. Also drops the last task-id reference left in a test docstring.

Follow-up on operator feedback: internal task ids must not reach commit subjects, PR titles or release notes. Rule 9 in AGENTS.md now says so explicitly, and the last task-id reference in a test docstring is gone.
