SerialWorker: decode MAVLink ADSB_VEHICLE (DroneScout Bridge DS101)#4

dronecot's SerialWorker already decodes MAVLink OPEN_DRONE_ID_MESSAGE_PACK over serial. The BlueMark DroneScout Bridge (DS101) can instead emit detected Remote ID as MAVLink ADSB_VEHICLE. Handle that message type too: convert it (lat/lon 1e-7 deg, altitude mm, velocity cm/s, heading cdeg, callsign/ICAO) to a RIDWorker dict so it renders to CoT like any other Remote ID source.
