This PR includes:

• kadi has new features to support in-work loads in kadi events:
  • A new Chandra Command event type Load in backstop that allows including in-work backstop commands
  • New special scenario names flight+custom and custom that allow using a custom Google sheet.
• proseco: Now algorithm to optimize fid light and selection, to find the best compromise when fids and guides conflict
• starcheck: Allow guide count of 3.5 with creep-away
• xija: Use full ephemeris data instead of 5min stat

Interface Impacts:

Models like the ACIS FP model which depend on the ephemeris will change slightly, as xija will now use full ephemeris data not 5min stat.

This is a major update of core packages. This includes updating python to version 3.13 and numpy to version 2.3. Most changes (other than what is mentioned above) were made to solve small issues arising from core package updates.

Testing:

This release included the usual regression tests listed below, and a more thorough functional testing, because it is a large update of external packages.

• HEAD.
• OSX.

The only apparent failure is spurious. A flag is raised because, while testing kadi, a message is printed that includes the word "warning", which happens to be in a commit message.

The latest release candidates will be installed in /proj/sot/ska3/test on HEAD, and all release candidates will be available for testing from the usual channels:

Installation note

When installing ska3-core on a fresh conda installation, created with the latest miniforge installer, there appeared to be a conflict. Somehow I got around it by installing python and mamba first (conda install python==3.13.11 mamba==2.3.2 ...).

These are the same versions in ska3-core, and they should be pulled from the same conda channel, but for some reason they choke the dependency resolution.

If you encounter this issue, let us know.
