B.2.1 Use "Create" for Member object

In the ActivityPub world, we create things with the Create activity, not PUT or POST.

The suggestion to use POST happens outside of ActivityPub C2S, in the same way we do use POST to inbox when delivering activities.

Also, the Membership is owned by the Group, so C2S Create is not relevant here.
