Keep the roadmap consistent with this removal: a repo-wide search at this commit shows that M4.8 still claims scripts/agent-roadmap-quality-metrics.sh is delivered, while M4.10/M4.13 still describe the deleted orchestration/review/groom skills and old checklist as active deliverables. This leaves completed milestones pointing contributors to capabilities and files that no longer exist; mark those entries as retired or rewrite them to describe the remaining process.
