feat(explorer): stream address transfers and transactions live

Address transfers and transactions can now stream new rows through the Tempo indexer SSE endpoint. The Live/Paused control matches the Blocks page, and incoming rows use the existing green highlight animation.

• Enable live updates on the newest page for token transfers, account transfers, and transactions, preserving current filters and row order.
• Keep credentials on the server; validate query parameters and construct constrained indexer queries.
• Pause after two minutes, when the tab is hidden, or when the address, page, tab, or filters change. No countdown is shown.
• Recover lagged streams with a fresh snapshot on the existing connection; bound reconnection attempts and show a paused error if recovery fails.

Validation

• pnpm check:types, pnpm check, and pnpm precommit passed.
• Explorer worker tests: 205 passed.
• Explorer Node tests: 287 passed, 1 skipped.
• Mainnet SSE probes verified initial snapshots and subsequent deltas for token transfers, account transfers, and transactions.
• Local preview reviewed by Liam. Final button styling was matched directly to the Blocks implementation.
