Add the version_id field as a Computed output parameter to the tencentcloud_teo_config_group_version resource. The value is sourced from the Response.ConfigGroupVersionInfo.VersionId field of the DescribeConfigGroupVersionDetail API. Also adds gomonkey-based unit tests covering the Read path and updates the resource markdown documentation.
