Editor Users Sometimes not Seeing the Bar

Dewerys isn't seeing the Barnacle bar when he is logged in. He uses Vivaldi. He doesn't block cookies. What is going on?

This isn't universal. I tried, both on my local (with debug false) and in production (where I had to clear caches after editing), making myself an editor and I could still see the bar. Maybe there is actually something awkward about Vivaldi for Dewerys? Or something else? At any rate, I cannot reproduce the problem with my own user.

I wonder if this was a consequence of using the injection method. Since v0.1.1 we are using a tag instead. I wonder if that will resolve this?
