update publication information of one survey paper

Update a Preprint paper to its most recent version, including the following:

• add publication info, it has been accepted by ACM Computing Survey (to appear in 2023), you may contact zchen@cse.msstate.edu for further verification.
• change the link from the short paper version to the long journal version
• add two new co-authors in the final publication
• change the title to publication title
