Add create modals and API endpoints for managing Octavia resources via the web interface: - Load Balancers: create, delete with VIP subnet and provider options - Listeners: create, delete with protocol and port configuration - Pools: create, delete with load balancing algorithm selection - Health Monitors: create, delete with HTTP method and timing settings - Pool Members: create with IP address and weight configuration Add "+ NEW" buttons to all Load Balancer tab sections for authenticated users, matching the pattern used in other tabs (Compute, Storage, etc).
