WHATUP meeting at TPAC 2026 #398

Open

Description

@annevk

👋🏻 I filed a request for WHATWG to have a meeting during TPAC in Dublin this year: w3c/tpac2026-meetings#31. The agenda will be maintained right here in this comment.

The WHATWG (Web Hypertext Application Technology Working Group) community will meet at the Technical Plenary (TPAC) 2026 in Dublin, Ireland the week of October 26, 2026. We call this the "Web HyperText Application Technology Unconference Plenary" or WHATUP for short. See the overall TPAC pages for conference, hotel, and travel logistics. Registration is required.

Remote participation is available via Zoom. People who can are encouraged to attend as the face to face opportunity is valuable for the work, but W3C expects many people to be unable to attend and plans to provide quality remote participation support. Note that registration is also required for remote participants.

The purpose of this meeting is to make progress on the current open tasks in a high-bandwidth medium that an in-person meeting provides. Additionally it will be an excellent opportunity to strengthen the relationships between all participants, and among participants in other related groups where there’s frequent overlap, by spending some time together. There is a draft agenda below, but it will become more concrete closer to TPAC, when it becomes clear what issues have been resolved and what new topics have come up.

Please suggest topics in the comments below, or reach out to @jstenback (jstenback@google.com) for coordination with other groups etc, and they’ll be taken into consideration for incorporation into the agenda.

Schedule (all time slots are still tentative!)

Note, all times in this schedule are local time in Dublin, Ireland. Also note, the week of these meetings Ireland is no longer in daylight savings time, thus the times are GMT+0. This is before the US has moved to standard time, which means Pacific time in the US is -7h from the times listed here, etc. IOW, this week the time difference between Ireland and US Pacific time is 7h, not the normal 8h.

    One piece of feedback I got about the Web Engines Hackfest meeting was that it was rather unclear for observers where the agenda was and what specific issue was under discussion.

    I discussed this a little with the observers and I think a few issues became clear to me:

    1. We usually use the whatnot notes document to track the agenda, at WEH we did not - instead opting for the issue in whatwg/html. We didn't make this clear from the start as to what we were tracking. I think one way to resolve this in future is to clearly announce the location of the agenda up front, and to paste a link in the chat or so.
    2. As we picked up new agenda items we didn't clearly announce what issue number we were working from, and the central screen did not have it displayed - just the jitsi call. In future it might be helpful if the chair is sharing their screen to some extent, but at least when we touch on each issue we should clearly announce the issue number, and also paste a link in the chat.
    3. We tackled issue items out-of-order, making it difficult to follow along linearly. This was the right choice to make given certain participants were making a special appearance and we should accommodate them ahead of regulars, however it wasn't clear when that was the case. In part this is compounded by issues 1 & 2, but we can also alleviate this by figuring out ahead of time when we have non-regulars and providing a prioritized agenda before the meeting, rather than ad-hoc reordering.

    I'm not sure if this is a place to propose agenda items, or should we just go with an Agenda+TPAC label?
    Some items might be in external explainers.

    I think this is the place!

    I'd like to also talk about declarative fragments and client-side includes, as the next step for out of order streaming / declarative partial updates.

    @noamr

    Let's have a session about responsive image issues, perhaps together with CSS?
    e.g. whatwg/html#13077, whatwg/html#13069 and whatwg/html#12565. Might need a whole hour.

    26 October - 13:45–15:00 (GMT) our ARIA APA joint session has been scheduled.

    Separately: I'd like to schedule "Custom Attributes", and a "Forms" discussion, I'll file issues soon but I think perhaps half hour for custom attributes and an hour for forms.

    Let's discuss whatwg/dom#662 and whatwg/html#13008 with a title like "JS observability of parser operations like tag-end and declarative partial updates". cc @keithamus

    I'd like to discuss progress on the DOM Localization proposal.

    I've also submitted a breakout session for it (w3c/tpac2026-breakouts#65), but I suspect that'll end up being more generic, and it'll also cover the underlying message resources work.

    I'd like a little bit of time to discuss the HTML->Bikeshed migration. Won't take long, just want to be able to give an update.

    I'd like to discuss the Observable API with @jakearchibald. Specifically WICG/observable#216 and WICG/observable#217.

    I would like to discuss about the Fullscreen API Keyboard Lock Option status on whatwg/fullscreen#231 (PR: whatwg/fullscreen#232).
    And this is the discussion topic:

    If there is time, I'd like to discuss AsyncContext HTML integration (whatwg/html#10432 / whatwg/html#13063).

    I don't expect people to have reviewed the PR yet, but now that we have spec text available it's a good time to go over the semantics again.

    @domfarolino I'll also be present to discuss observables

    Might be good to have a meta conversation about AI reviews. Perhaps right at the end if we're done with the other topics.

    Hi everyone! There's a group meeting with APA today - doesn't look like the agenda we proposed in the meeting proposal issue may not have reached you; I put APA's proposed agenda in the calendar entry for the meeting. We are of course keen to hear if you have agenda too. Thanks!

    @jstenback, I'd like some time on Friday afternoon to discuss the new Peripherals workstream. Tentative agenda:

    • Introduction to the Peripherals workstream
    • Implementation status update
    • Agenda bashing (any specific issues to discuss?)
    • (Tentative) WebSerial issue triage
    • (Tentative) WebHID issue triage
  24. jstenback commented on Oct 27, 2026

    @jstenback

    Thank you everyone. I believe all agenda requests as of now are at this point included in the agenda in the initial comment in this issue. If you see anything missing, or if you have further requests for more content, or requests to move something around, please let me know,
