Add Nix flake dev environment for Go development
Adds a flake.nix defining a reproducible Go dev shell with tools including
mockgen,buf,protoc-gen-go,gopls,golangci-lint, andshellcheck. Adds .envrc for automatic direnv integration and updates .gitignore to exclude.direnv/.Macroscope summarized c4012ee.
