ci(scorecard): least-privilege token on publish workflows (#1903) - #1911

Keep top-level contents: read; contents: write only on jobs that attach or push. Drop unused actions: write on the PyPI Homebrew caller and move SBOM attest/upload off the generate job so PRs do not get a write token. Closes #1903.
