feat(truapi)!: follow payment requests by id and hand them to the host

payment.request and payment.statusSubscribe match the product SDK's v1 codecs (PaymentRequestV1_request, PaymentStatus, PaymentRequestErr), as getcash calls them:

• the request carries a caller-chosen 32-byte id and answers with nothing; AlreadyExists makes a retry safe
• the status is followed by that id and reports PartiallyClaimed
• hosts serve both through PaymentPlatform (set_payment_platform; natively set_payment_callbacks and notify_payment_status), relayed like top-up statuses; without one both answer Unsupported
• a product needs a session, and the funding product is refused, as for top-ups

The off-ramp pays a withdrawal into its account through this. Breaking: the request and status wire shapes change.
