feat: add terraform module for vLLM, SGLang and Ollama on runpod - #7175
Adds a Terraform module (scripts/terraform/runpod) that provisions a single RunPod GPU pod running vllm/vllm-openai, lmsysorg/sglang or ollama/ollama. It serves either an open-weight inference model (~20-50B) or a decision model on POST /v1/systemone. It outputs a ready-to-paste providers.<name> config for Bifrost's vllm, sgl or ollama provider.
Changes
presets.tf defines the built-in presets, with one block per engine each preset is known to run on. An absent block means the combination is unsupported and fails at plan time.
Eight inference presets: gpt-oss-20b, glm-4.7-flash, kimi-linear-48b-a3b, qwen3.8-27b, qwen3.6-35b-a3b, qwen3-coder-30b-a3b, nemotron-3.5-lightning-30b-a3b and gemma-4-31b-it. Each carries engine-specific tool-call and reasoning parser names, GPU lists, channel and extra flags. Ollama uses q4_K_M GGUF tags and, where they fit, smaller GPU lists.
Six decision presets: clef-flash, clef, d1-3b, pplx-decider-v1.1-27b, nimble and tev1. The vLLM and SGLang ones default to the nightly/dev images, because /v1/systemone and Clef/PPLX-Decider support only exist there.
main.tf builds the vLLM, SGLang or Ollama server command from the selected preset plus overrides.
It picks the image from channel and the engine version variables, and the allowed host CUDA versions per engine.
API-key handling differs per engine. vLLM uses VLLM_API_KEY, SGLang uses --api-key, and Ollama uses an nginx proxy that reads PROXY_API_KEY.
It creates the pod through the community decentralized-infrastructure/runpod provider. Any spec change replaces the pod, because the RunPod API doesn't support in-place updates.
Preconditions reject a bad channel or kind, tensor_parallel_size above gpu_count, an Ollama preset without a tag, and extra_args on Ollama.
wait_for_ready polls /v1/models until the served model is listed. For decision models it also sends one /v1/systemone probe and warns if the image doesn't serve it.
A moved block renames runpod_pod.vllm to runpod_pod.server.
entrypoint.sh adds self-teardown inside the pod.
It writes a deadline to /workspace/.teardown_at, so container restarts don't reset it and the file can be overwritten to extend the pod's life.
When the deadline passes, it calls the RunPod REST API with the pod's own credentials to terminate the pod.
If terminate fails, it falls back to stop. It retries up to five times.
Teardown still fires if the machine that ran apply is offline.
ollama-serve.sh is the Ollama server command.
It installs nginx on first start.
It runs Ollama on loopback.
It pulls the tag and copies it to the served name.
It starts nginx on :8000 with a bearer-token check, since Ollama has no server-side auth. nginx starts only after the pull, so /v1/models answering means the model is loaded.
variables.tf exposes engine, model, custom_presets (inference or decision, with per-engine blocks) and per-field overrides (hf_model, ollama_model, tool_call_parser, reasoning_parser, max_model_len, gpu_memory_utilization, extra_args, extra_env).
Image selection: channel, vllm_version, sglang_version, ollama_version, cuda_version and image.
Pod placement, volumes, expose_tcp, readiness polling, and teardown_after_minutes / teardown_action.
Validation covers the engine/preset pairing, the api_key character set, CUDA 12.9 being vLLM-only, and whole-number GPU and context values.
outputs.tf emits pod_id, engine, kind, base_url, served_model_name, api_key (sensitive), image, server_args, teardown, cost_per_hr, public_ip, bifrost_provider_name and a sensitive bifrost_provider_config.
versions.tf pins Terraform ≥ 1.9, the community RunPod provider at 1.0.1 (the official provider fails to load its schema at 1.0.9), and hashicorp/random ~> 3.6.
tests/presets.tftest.hcl uses a mocked provider to cover:
image and argument assembly per engine;
teardown wrapping, and teardown disabled;
per-engine GPU overrides;
Ollama env and entrypoint;
decision presets, and custom inference and decision presets;
rejection of unsupported engine/preset pairs, an unknown model, CUDA 12.9 on SGLang, Ollama extra_args, and invalid API-key characters.
terraform.tfvars.example and README.md document the engines, preset tables with GPU sizing and approximate prices, image-version guidance for decision models, the variable reference, auto-teardown behavior and caveats. The caveats include the Cloudflare 100s proxy limit, SGLang TP>1 NCCL shared memory, Ollama context sizing, and Kimi-Linear version pinning.
.gitignore ignores .terraform.tfstate.lock.info.

How to test
cd scripts/terraform/runpod
# Unit tests (no RunPod credentials required)
terraform init -backend=false
terraform test# Full deploymentexport RUNPOD_API_KEY=...
cp terraform.tfvars.example terraform.tfvars # pick engine (vllm, sglang, ollama) and model
terraform init
terraform apply # blocks until the model is listed on /v1/models# Retrieve Bifrost provider config
terraform output bifrost_provider_name # vllm, sgl or ollama
terraform output -json bifrost_provider_config
# Tear down
terraform destroy
To swap engines or models, change engine or model in terraform.tfvars and re-run terraform apply; the pod will be replaced. After the auto-teardown terminates the pod, or if it is deleted outside Terraform, run terraform state rm runpod_pod.server before the next apply or destroy. To extend a running pod, run echo $(( $(date +%s) + 3600 )) > /workspace/.teardown_at from the RunPod web terminal.

Security considerations
HF_TOKEN and the server API key are passed as pod environment variables (and, for SGLang, as a --api-key argument). They are stored in Terraform state in plain text, so treat the state file as a secret.
The API key is auto-generated (40-character random string) when api_key is not set. A user-supplied key is restricted to A-Za-z0-9._~+/=- because it is embedded in the nginx bearer-token check.
The teardown timer uses the pod-scoped RUNPOD_API_KEY and RUNPOD_POD_ID that RunPod injects. Your own RunPod API key is never sent to the pod.
The Ollama nginx proxy returns 401 for any request without the correct bearer token.

The SGLang API key is exposed in the pod start command.
With engine = "sglang", the API key is appended to docker_start_cmd as --api-key <key>. RunPod shows container args in the pod configuration. Anyone who can view the pod can also see the process list (ps) inside the container, so they can read the key. Environment variables such as VLLM_API_KEY are also visible in the pod configuration, but they do not show up in the process list.
To avoid this, pass the key through an env var (for example SGLANG_API_KEY). Then have a small wrapper expand that env var into the --api-key argument at runtime.

Affected areas
How to test
To swap engines or models, change
engineormodelinterraform.tfvarsand re-runterraform apply; the pod will be replaced. After the auto-teardown terminates the pod, or if it is deleted outside Terraform, runterraform state rm runpod_pod.serverbefore the nextapplyordestroy. To extend a running pod, runecho $(( $(date +%s) + 3600 )) > /workspace/.teardown_atfrom the RunPod web terminal.Breaking changes
Security considerations
HF_TOKENand the server API key are passed as pod environment variables (and, for SGLang, as a--api-keyargument). They are stored in Terraform state in plain text, so treat the state file as a secret.api_keyis not set. A user-supplied key is restricted toA-Za-z0-9._~+/=-because it is embedded in the nginx bearer-token check.RUNPOD_API_KEYandRUNPOD_POD_IDthat RunPod injects. Your own RunPod API key is never sent to the pod.Checklist
