feat: add terraform module for SageMaker on AWS - #8952
Adds a Terraform module at scripts/terraform/sagemaker that stands up one SageMaker real-time endpoint, so the planned sagemaker provider (sagemaker-spec.md) can be built and tested against SageMaker's real routing layer. That layer covers bearer-token auth, the /openai/v1 route, /invocations, event-stream framing, ModelError wrapping and header stripping. The existing RunPod pod only exercises the container, not any of these.
A single terraform apply produces:
an endpoint running the chosen engine and model preset
an invoke role scoped to that endpoint
a smoke test through the real runtime host
a ready-to-paste providers.sagemaker config block
a scheduler that deletes the endpoint after teardown_after_minutes
Changes
Engines and presets
vllm, sglang, lmi, llamacpp, tei, jumpstart and custom engines.
Nine built-in model presets: seven chat models from qwen2.5-0.5b to glm-4.7-flash, and two embedding models.
Each preset carries per-engine blocks (parsers, instance type, GGUF, JumpStart pin). An absent block means that engine is unsupported, and a validation rejects the combination.
custom_presets lets you add your own models.
Images and AMI
Default image tags are derived per engine, with regional DLC and TEI registry accounts.
CUDA 13 images (cu130 tags, the llama.cpp CUDA image) automatically get InferenceAmiVersion = al2023-ami-sagemaker-inference-gpu-4-1. On the default AMI those containers crash at start.
image, image_tag and inference_ami_version override the defaults.
JumpStart resolution at plan time
Reads specs from the public jumpstart-cache-prod-<region> bucket, so no SageMaker API access is needed.
Overlays the chosen inference config, then picks the image from the instance-family variant and region alias, and merges env, weights, network isolation and timeouts from the spec.
Preset versions are pinned to avoid the 8 MB manifest download. A raw jumpstart_model_id without a version picks the newest from the manifest.
Plan-time checks reject unsupported instance types, gated models without accept_eula = true, configs that need extra data sources, and specs that need a separate inference script.
Inference components and variants
inference_components = true deploys the model as an inference component addressed as /endpoints/<ep>/inference-components/<ic>.
second_variant = true adds a zero-weight Variant2 for testing X-Amzn-SageMaker-Target-Variant.
The two options cannot be combined, and a precondition enforces this.
Model and endpoint config naming
Model and endpoint-config names carry a content hash and use create_before_destroy, so a config change builds the replacement before the endpoint switches over.
IAM
An execution role (ECR pull, logs, and S3 read only on the weights buckets in use).
An invoke role scoped to the endpoint and inference component, plus sagemaker:CallWithBearerToken. It trusts the caller's role by default, or invoke_principal_arns.
An optional CI user and access key with only the invoke policy.
Auto-teardown
One-shot EventBridge Scheduler at() schedules call DeleteEndpoint through the universal SDK target. They run even if the machine that applied is offline.
With inference components, DeleteInferenceComponent runs 5 minutes earlier, because an endpoint with live components can't be deleted.
The deadline is re-armed to now + N minutes on every apply. The default is 60, and 0 disables it.
Trade-off: every plan shows the schedules changing.
probe.py
Stdlib-only. It does its own SigV4 signing, SageMaker bearer-token minting (a port of sagemaker-core's generate_token) and AWS event-stream decoding.
Both the minter and the signer were checked byte-for-byte against botocore 1.43.118.
It tests every wire path:
/invocations and /invocations-response-stream
/openai/v1 chat, streaming, tools, completions, responses, embeddings and models
SigV4 on /openai/v1
target-variant routing
error shapes for unknown endpoints and bad bearer tokens
Checks marked expected = yes (the path the Bifrost key uses) fail the run. Everything else is informational.
--quick runs one request per path, and --out saves raw responses and results.json.
Smoke test on apply
wait_for_ready runs probe.py run --quick after the endpoint is InService.
It assumes the invoke role when the caller is the trusted principal, which proves the role's policy.
Outputs for Bifrost
bifrost_provider_config (sensitive, spec §2.2 key shape), bifrost_model_id, probe_command and test_env (the SAGEMAKER_* env for make test-core PROVIDER=sagemaker).
The key sets model_name only for vLLM and SGLang, since LMI, TEI and llama.cpp ignore the body's model field.
Cost and teardown outputs: cost_per_hr and teardown_at.
Findings already recorded in the README (from probing without an endpoint, us-east-1):
/openai/v1 takes bearer tokens only and rejects SigV4 with 403.
Only chat/completions is routed; the other /openai/v1/* paths return 404.
Error body shapes differ between /openai/v1 and /invocations.
Tests
terraform test suites run at plan time against mocked providers.
They cover:
defaults for each engine and the AMI derivation
regional TEI accounts
JumpStart resolution on trimmed real specs in tests/fixtures/
manifest version ordering
the EULA, instance and preset-block rejections
inference component addressing
second variant cost
teardown ordering
model_data_url
env overrides without leaking HF_TOKEN
.gitignore excludes probe-results/ and __pycache__/.

How to test
Offline, no AWS needed:
cd scripts/terraform/sagemaker
terraform init -backend=false && terraform test
Expected: all runs pass against mocked providers.
Against a real account (needs SageMaker, IAM and EventBridge Scheduler permissions, and instance quota for the chosen type; GPU quotas are often 0 on new accounts):
export AWS_PROFILE=...
cp terraform.tfvars.example terraform.tfvars # pick engine and model
terraform init
terraform apply # ~5-15 min; blocks until InService, then runs probe.py --quick
terraform output probe_command # run it for the full probe of every wire path
terraform output -json bifrost_provider_config
terraform destroy # or let the scheduler delete the endpoint after 60 min
The cheapest option is engine = "llamacpp" with model = "qwen2.5-0.5b" on ml.c7i.2xlarge (about $0.43/h, no GPU quota).
New configuration is documented in the README's API Reference section and in terraform.tfvars.example. Main variables: engine, model, custom_presets, instance_type, inference_components, second_variant, jumpstart_*, accept_eula, model_data_url, create_access_key, wait_for_ready and teardown_after_minutes.

Supports the planned sagemaker provider described in sagemaker-spec.md.
Security considerations
The invoke role is limited to InvokeEndpoint* on this endpoint and inference component, plus CallWithBearerToken. It trusts only the caller's role unless invoke_principal_arns is set.
The execution role can read S3 only from the JumpStart and model_data_url buckets in use.
The teardown role can only delete this endpoint and inference component, and its trust policy is conditioned on aws:SourceAccount.
hf_token is stored in Terraform state and in the SageMaker model env in plain text. It is marked sensitive, and container_env omits it.
create_access_key = true puts the IAM secret key in state. It is off by default.
The bearer token minted by probe.py token expires after 1 hour by default (configurable up to 12 hours with --expires).
Billing starts at endpoint creation, and a forgotten ml.g6.2xlarge costs about $29/day. Teardown defaults to 60 minutes as a backstop.

Scope the ECR repository actions in the execution role policy.
This statement uses "Resource":"*" for four ECR actions. Only ecr:GetAuthorizationToken requires *. The other three actions (BatchCheckLayerAvailability, BatchGetImage, GetDownloadUrlForLayer) support repository ARNs. With *, a compromised container can pull any image that the account's repository policies allow.
The images come from the DLC and TEI registry accounts that presets.tf lists. Split the statement. Keep ecr:GetAuthorizationToken on *. Scope the repository actions to those registry accounts, for example arn:*:ecr:*:763104351884:repository/*. Add the admin's own account when image points to a private repository.
Extend the account list with the other registries in presets.tf.
Based on learnings: flag wildcard * as Resource for ECR actions that support resource-level permissions and require scoped ARNs.
