feat: add native decision support for vllm and sgl providers - #8974
vLLM and SGLang now answer decision requests natively instead of returning "unsupported operation". Both engines serve TypeSafe's System One shape at /v1/systemone for whatever model they load, so Bifrost sends the request there and maps the reply back to a decision response.
Changes
vLLM and SGLang decision calls
Each provider posts to /v1/systemone on the key's configured URL. SGLang falls back to the provider base URL when the key has none.
Bearer auth is sent only when the key has a value, so keyless servers get no Authorization header.
vLLM's response id is carried through to the decision response.
The Decision stubs that returned "unsupported operation" are removed from both providers.
Image handling
Both engines take one top-level images array shared by every question, so a new SplitDecisionImages helper moves image parts out of the input into that array, in order.
URLs are sent as given, and a message left with no parts is dropped. Input without images produces exactly the body the Typesafe provider would send.
Three cases are rejected locally with a 400:
an image sent by reference (assets), which the engines ignore
an empty input, which the engines reject as a null state
an image part with no URL
vLLM score levels: vLLM rejects a score question whose level descriptions repeat. A level with no description is now sent as its label, or its index if it has no label.
Error passthrough
Engine errors reach the caller with their original status and message.
SGLang: a 422 detail array is flattened to path: msg with the leading body segment dropped, a 400 uses its top-level message, and a 401 uses its string error.
vLLM: OpenAI-shaped validation and unknown-model errors are passed through. The string {"error":"Unauthorized"} and FastAPI's {"detail":"Not Found"} are also handled, since the OpenAI parser cannot read them.
Compat plugin: decisions on vllm and sgl are never marked for emulation through the Responses API, whether by config or by header override. Both serve decisions natively.
Model listing (HTTP handler):decisions=true lists every model on a vLLM or SGLang provider, since the engine answers decisions for all loaded models. A custom provider built on the vLLM or SGLang base is treated the same way once its allowed requests include decisions.
UI:vllm and sgl are offered as decision providers in the model pickers. They have no default decision model, because only the server's own listing says what is loaded. They use the decisions model listing and are not a fixed-model provider.

The unit tests use local HTTP servers and need no engine. They cover the request body, image splitting, rejections, score level naming, the path and auth header, engine error passthrough, and the missing base URL case.
To run the live decision scenario against real servers, set these environment variables. The scenario stays off when they are unset:
vLLM:VLLM_DECISION_BASE_URL and VLLM_DECISION_MODEL. These register a secondary vLLM instance for the decision model.
SGLang:SGL_DECISION_MODEL. The server at SGL_BASE_URL must serve a decision checkpoint such as clef-flash, a Kev size, or pplx-decider.
Screenshots/Recordings
Not applicable. The UI change only adds providers to the decision model picker logic.
Breaking changes
Yes
No
Decision requests to vllm or sgl previously returned an unsupported-operation error. They are now sent to the server, so a model the server does not serve comes back as that server's own error.

Security considerations
The Authorization: Bearer header is sent only when the key has a value.
Image URLs are forwarded as given, so the engine decides whether to fetch them. Images sent by reference are rejected locally and never forwarded.

New Features
Added native decision support for vLLM and SGLang, including image inputs.
Decision model selection and model listings now support vLLM and SGLang, including eligible custom providers.
Added optional configuration for a dedicated vLLM decision endpoint and model.
vLLM and SGLang now handle decision requests natively through /v1/systemone. The changes add shared image extraction, update decision-provider detection and model listing, and configure provider decision tests.
Both providers convert requests to Typesafe format and move image URLs into an images field. Conversion rejects referenced assets and empty input. vLLM also fills missing score-level values from labels or indexes. Tests cover conversion behavior and request serialization.
Both providers send requests to /v1/systemone and convert successful responses. They return enriched errors for transport, status, decoding, and conversion failures. Tests cover endpoint requests, responses, and error handling.

Compatibility routing skips Responses emulation for vLLM and SGL. Model listing and UI helpers treat their models as decision-capable. Provider tests and the comprehensive test account accept decision model and endpoint configuration.

Loaded vLLM and SGLang models remain available in decision-model listings even when capability data marks them unsupported. No actionable merge-blocking risk remains in the reviewed changes.

Custom engine setup fails
This branch advertises custom providers built on vllm and sgl, but neither is in SupportedBaseProviders. Both the HTTP create handler and createBaseProvider reject these configurations, so operators cannot create them or send decisions through them. The new listing test misses this because it inserts the configuration directly into memory.
Complete custom-provider registration and request gating before advertising these bases as supported.

Score descriptions can repeat
The fallback can create the repeated descriptions it is meant to avoid. For example, score levels [{label:"0", description:"1"}, {label:"1"}] become ["1", null] in the Typesafe converter, then ["1", "1"] here. vLLM rejects repeated descriptions, so this valid score question fails.
Choose fallback text that does not collide with descriptions already present, and cover that case in the test.
